The Bureau of Engineering (BOE), Bridge Improvement Division (BID) plans to utilize the services of a consulting engineering firm to establish a comprehensive Bridge Strategic Plan (BSP). The work shall include services needed to complete a comprehensive BSP utilizing best practices to prioritize the top bridges in the City of Los Angeles that require maintenance, repair, retrofit and/or rehabilitation. The preparation of the BSP shall coincide with preparation and application of relevant grants for infrastructure funding based upon the recommendation of the firm in collaboration with BOE staff. Team members are to be qualified and experienced preparation of Bridge Maintenance Plan (BMP); identifying grants at the federal, state, and local levels; and applications for infrastructure grants. Upon request, Psomas will assist in providing information regarding obtaining bonds, lines of credit, insurance, and/or any technical assistance related to requirements of the work. Likewise, upon request, Psomas will assist the consultant in providing information regarding obtaining necessary equipment, supplies, materials, or related assistance or services (excluding supplies and equipment that the DBE subcontractor purchases or leases from the prime contractor or its affiliates). This RFQ shall not obligate Psomas to either contract with, or reimburse costs to, respondents hereto.
