ProWest Constructors is soliciting qualified subcontractor bids for the reconstruction of Marquez Charter Elementary School, located at 16821 Marquez Avenue, Pacific Palisades, California 90272.

The project consists of the complete reconstruction of the campus following damage sustained during the Palisades Fire. The redevelopment includes approximately 50,300 square feet of new construction across multiple educational and support facilities, new site infrastructure, and extensive campus improvements.

❖    Estimated Cost:           $125,560,000 contract bond estimate

❖    Project Duration:            918 Calendar Days

❖    Liquidated Damages:    $5,000/per day

❖    Prevailing wage rates and LAUSD labor compliance monitoring apply

❖    DIR registration and certified weekly payroll compliance are required

❖    Bids must remain valid for a minimum of 60 days

❖    Disabled Veteran Business Enterprise (DBVE) participation goal: 3%

❖    Small Business Enterprise (SBE) participation goal: 25%

❖    Veteran Business Enterprise (VBE) participation goal: 5%

❖    Local worker participation goal: 50%

❖    Project is governed by the Project Stabilization Agreement (PSA) and OCIP

❖    Trade-specific licenses, experience, certifications, and LAUSD prequalification requirements apply

❖    MEP subcontractors must be LAUSD prequalified by 11/06/2026

All subcontractors, including DVBE subcontractors, shall be prepared to provide payment and performance bonds equal to 100% of their subcontract value. ProWest will pay bond premiums up to 1.5%. Please provide your bond rate with your proposal. ProWest reserves the right to require Financial Statements for evaluation and consideration when awarding work to any Subcontractor.

ProWest's listing of a subcontractor does not imply acceptance of any conditions, qualifications, or exceptions stated in the subcontractor's bid proposal. The subcontractor agrees that its bid will remain valid for the same duration as ProWest's bid; must remain valid with the project owner, plus a reasonable time for issuance of a Notice of Intent to Award, Notice to Proceed, or Subcontract. This project is subject to the Los Angeles Unified School District Project Stabilization Agreement (PSA), prevailing-wage and labor-compliance requirements, the Owner Controlled Insurance Program (OCIP), and the District's DVBE, SBE, VBE, and local-worker participation programs. By submitting a bid proposal, each subcontractor acknowledges these requirements and agrees to comply with all applicable provisions in the bidding documents, General Conditions and Supplementary Conditions. Mechanical, electrical, and plumbing subcontractors must satisfy LAUSD prequalification requirements by the stated deadline.
