Palisades Charter High School is a Los Angeles Unified School District Jan. 2025 Fire Recovery project at 15777 Bowdoin Street, Pacific Palisades, CA 90272. The combined work includes campus reconstruction, campus-wide HVAC replacement, fencing, and a secure entry system. New construction includes an approximately 56,804-square-foot, two-story classroom building; two one-story academy buildings totaling approximately 4,113 square feet; a team building; and a ticket booth. The project also modernizes existing restrooms, showers, and locker rooms and provides associated ADA improvements.

Athletic and site work includes a regulation baseball field, bleachers, scoreboard, bullpens, batting cages, field lighting, landscape remediation, erosion control, paving, hardscape, drainage, utilities, and campus fencing. Building systems work includes a new chilled-water plant and boiler plant, replacement of HVAC equipment throughout existing campus buildings, temporary classrooms and utilities, new electrical services, photovoltaic and battery energy storage systems, and upgrades to fire alarm, clock, intrusion detection, public-address, communications, and other low-voltage systems. Construction is phased to maintain active campus operations and required interim facilities.

❖ Liquidated Damages: $5,000/per day

❖ Prevailing wage rates and LAUSD labor compliance monitoring apply

❖ DIR registration and certified weekly payroll compliance are required

❖ Bids must remain valid for a minimum of 60 days

❖ Disabled Veteran Business Enterprise (DBVE) participation goal: 3%

❖ Small Business Enterprise (SBE) participation goal: 25%

❖ Veteran Business Enterprise (VBE) participation goal: 5%

❖ Local worker participation goal: 50%

❖ Project is governed by the Project Stabilization Agreement (PSA) and OCIP

❖ Trade-specific licenses, experience, certifications, and LAUSD prequalification requirements apply

❖ MEP subcontractors must be LAUSD prequalified by 10/30/2026

All subcontractors, including DVBE subcontractors, shall be prepared to provide payment and performance bonds equal to 100% of their subcontract value. ProWest will pay bond premiums up to 1.5%. Please provide your bond rate with your proposal. ProWest reserves the right to require Financial Statements for evaluation and consideration when awarding work to any Subcontractor.

The subcontractor agrees that its bid will remain valid for the same duration as ProWest's bid; must remain valid with the project owner, plus a reasonable time for issuance of a Notice of Intent to Award, Notice to Proceed, or Subcontract. This project is subject to the Los Angeles Unified School District Project Stabilization Agreement (PSA), prevailing-wage and labor-compliance requirements, the Owner Controlled Insurance Program (OCIP), and the District's DVBE, SBE, VBE, and local-worker participation programs. By submitting a bid proposal, each subcontractor acknowledges these requirements and agrees to comply with all applicable provisions in the bidding documents, General Conditions and Supplementary Conditions. Mechanical, electrical, and plumbing subcontractors must satisfy LAUSD prequalification requirements by the stated deadline.
