Power-Tech Engineers, Inc. (PTEI), a Design-Build/EPC engineering and construction firm, is preparing a proposal for Los Angeles Department of Water and Power (LADWP) RFP No. 90815R1, “Scattergood Generating Station Units 1 & 2 Green Hydrogen-Ready Modernization Project.”

PTEI is seeking qualified DBE/MBE/WBE/OBE subcontractors, suppliers, manufacturers, and service providers interested in participating in this major power-generation modernization project at the Scattergood Generating Station in Los Angeles, California.

The project generally includes the modernization of the existing generating facility through the development of a new hydrogen-ready combined-cycle power plant, including combustion turbine generators, steam turbine generators, heat recovery steam generators (HRSGs), cooling systems, fuel gas and hydrogen-ready systems, electrical systems, instrumentation and controls, civil/site improvements, and associated balance-of-plant facilities.

At this time, PTEI is developing a list of potential suppliers and subcontractors interested in participating in the project. The project will be subject to a Project Labor Agreement (PLA) for applicable on-site construction work.

At this time, PTEI is primarily seeking qualifications and expressions of interest from potential subcontractors and suppliers.

Project documents containing confidential or Critical Energy Infrastructure Information (CEII) may require execution and approval of the applicable LADWP Non-Disclosure Agreement (NDA) before they can be made available.

Applicable contractor license numbers, DIR registration information, and DBE/MBE/WBE/OBE certifications should be provided with responses where applicable.

BID BOND, LINES OF CREDIT, AND INSURANCE

Bonding, insurance, and other financial requirements applicable to individual subcontracting packages will be identified as the procurement packages are developed.

The RFP requires the Design-Builder's proposal to be accompanied by the applicable bid security in accordance with LADWP's RFP requirements. Subcontractors should identify applicable bonding capabilities and bond rates when requested during the bidding process.

PTEI will make reasonable efforts to assist all DBE, MBE, WBE, and OBE subcontractors in obtaining bonds, lines of credit, and/or insurance. If you are interested in participating in this project, please contact Vicki Rojas at vvrojas@ptei.net and at (909) 595-5314.

DISADVANTAGED BUSINESS ENTERPRISE (DBE) / GOOD FAITH EFFORTS (GFE) REQUIREMENTS

The project is subject to Good Faith Effort (GFE) requirements. PTEI invites and encourages certified DBE, MBE, WBE, and OBE firms to participate in the solicitation and bidding process.

PTEI intends to provide opportunities to participate in portions of the work that are economically feasible and consistent with project requirements. Interested firms are encouraged to identify the specific work areas, materials, equipment, or services they are capable of providing.

Where practical, PTEI will consider dividing work into smaller packages, establishing reasonable delivery schedules, and providing assistance related to bonding, lines of credit, and insurance to encourage participation by qualified DBE/MBE/WBE/OBE firms.

PTEI encourages interested firms to respond to this solicitation even if they are unable to perform an entire work package.
