The Work, in general, consists of 

Project-Wide

1. Mobilization includes all activities and costs for transportation of personnel, equipment, and operating supplies to and from the site; establishment of portable sanitary and refuse facilities; procuring an adequate source of fresh water; location, provision and installation of field offices & equipment/materials, storage yards excavation equipment, buildings, and other necessary facilities for the Contractor’s operations at the site; premiums paid for performance and payment bonds, including coinsurance.

2. Demobilization provides for the removal of all work-related items from the job site and reversal of temporary items completed in mobilization and construction.

3. The Contractor will not be provided with a water supply. The Contractor will be responsible for furnishing its own water supply from the North Kern Water District – Calloway Canal located adjacent to the project, or other source.

4. The Contractor shall comply with all local, state, and federal requirements for the prevention of stormwater pollution and for dust control. This item includes, but is not limited to, using Best Management Practices (BMP’s) to control runoff and fugitive dust, the preparation of a Storm Water Pollution Prevention Plan (SWPPP) and a PM-10 Dust Management Plan (if required by law), and the obtaining of permits for each (if required by law). The Contractor shall install, construct, and/or maintain all necessary measures to remain in compliance with all applicable environmental requirements, as well as keep the necessary records in accordance with the requirements of, the SWPPP and PM-10 Dust Management Plan (should they be required by law).

5. The Contractor shall perform all dirt work, grading, etc. for proper preparation and maintenance of site access routes. Following completion of the project construction, the contractor shall restore all access routes to original design and fencing to its original location.

Dresser Recharge Facility Earthwork 

1. Removal and disposal of existing stockpile or supply channel crossings that are existing and noted on drawings to be removed.

2. Deepening and re-alignment of the supply channel as shown on the drawings.

3. Earthwork to lower and deepen the bottom of Dresser Basin 1 and Basin 2 and to place and compact the material as shown on the drawings and as directed by the district.

4. Installation of two 15 cfs turnouts from the existing distribution pipeline to supply the Dresser Recharge Basins.

5. Installation of site perimeter fencing and access gates.

Structures and Turnout Facilities

1. Installation of turnout structures and appurtenances including, but not limited to, the Calloway Canal Turnout, Turnouts to Recharge Basins, Interbasin Structures, and Conveyance Structures. This includes all earthwork, subgrade preparation, headwall structures, wingwalls, miscellaneous steel and appurtenances, flow metering, piping, concrete cutoff walls, retaining walls, slide gates, concrete lining, geotextile fabric, and rock riprap.

Transfer Pipeline and Appurtenances

1. Installation of 48” conveyance piping as shown on the drawings including, but not limited to, trench excavation, pipeline installation, all fittings, valves, and appurtenances, backfill and compaction, pipeline turnouts, and all necessary connections.

2. Installation of a 60” steel cased road crossing as shown on the drawings. This includes, but is not limited to, pavement saw cutting, asphalt and aggregate base removal, trench excavation, pipe installation, backfill, compaction, asphalt and aggregate base replacement and restoration, and all appurtenances and necessary connections.

Well Facility

1. Site demolition and equipment removal as shown on the drawings.

2. Earthwork and subgrade preparation for structures, slabs, and footings.

3. Construction of concrete foundations, slabs, and footings.

4. Installation of a deep well vertical turbine pump assembly and hollow shaft electric motor.

5. Installation of a steel well enclosure.

6. Installation of well discharge piping and appurtenances.

7. Installation of well conveyance piping and connection to the existing SWID distribution system.

8. Installation of electrical equipment shade structure.

9. Installation of well site electrical and controls including all startup and testing.

10. Site painting.

We accept bids on any and all portions of work. We will receive pricing for a breakdown of items. For example, a painting scope could be broken out into above-grade piping, below-grade piping, building coatings, equipment coatings, CMU wall protective coating, chemical floor coating, etc. We can make efforts to establish delivery schedules, where requirement permits, to encourage your participation. We actively invite and encourage all certified SBE Firms during our bidding processes.  If the project has a specified GFE, WML also requires subcontractors to follow the same required steps. We encourage DBE companies to contract with a consortium of DBEs when a contract is too large for your firm to handle individually. We will work with certified DBE’s that group together if the scope of work is too large for one firm. W. M. Lyles Co. and all subcontractor/suppliers shall abide by the requirements of 41 CFR §§ 60-1.4(a), 60-300.5(a) and 60-741.5(a). These regulations prohibit discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibit discrimination against all individuals based on their race, color, religion, sex, sexual orientation, gender identity, national origin, or for inquiring about, discussing, or disclosing information about compensation. Moreover, these regulations require that covered prime contractors and subcontractors take affirmative action to employ and advance in employment individuals without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, protected veteran status or disability.  By submitting a proposal, you agree to comply with all the provisions set forth in 29 CFR Part 471, Appendix A to Subpart A (Executive Order 13496).

Project Clarifications:
The plans and specifications available for review are “As Advertised” and “For Information Only”. We highly encourage all subcontractors and suppliers to request and procure with the owner their own project documents in order to receive any and all updates via addendum. 

Contractor License Number, DIR Registration Number and DBE Certification must be included with any bid submission. 
Please note that all California public works projects are prevailing wage projects and that WML is signatory to the Carpenters, Cement Masons, Laborers, and Operator Engineers Unions.

Please note that you may be required to furnish a 100% Payment & Performance Bond from an approved surety based on the amount of the bid. The Bond costs, based on your provided bid day rate, will be paid by W. M. Lyles Co. Please include your bond rate with your proposal.
