REQUEST FOR BIDS TO PERFORM SUBCONTRACTOR CONSTRUCTION SERVICES

JL Construction, Inc. is requesting subcontractor bids for the JAMES MARSHALL ELEMENTARY NEW CAFETERIA, a lease-lease back project, which consists of the following: 

Scope of work: Site work including demolition, grading, paving, utilities, fencing, striping, site concrete, CMU, site electrical to support new cafeteria building. All trades for construction of new cafeteria building including but not limited to foundations, framing, interior and exterior finishes, specialties, foodservice equipment and plumbing, HVAC, Electrical, Fire Alarm and low voltage systems.

Interested subcontractors shall submit bids on or before March 27, 2025 by 2:00 PM, to JL Construction, Inc., Attn: Kyle Chamberlain. Bids will be accepted via email at kylec@jlcbuild.com.  Each subcontractor is responsible to ensure that the bid is received by March 27, 2025 by 2:00 PM. 

JL Construction, Inc. will award the subcontracts based on the best value criteria permitted under Education Code § 17406 and as authorized by the District’s governing board. 

Each subcontractor’s license(s) must be active and in good standing at the time it provides its proposal and must remain so throughout the term of the Contract. Each subcontractor shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code and the skilled and trained workforce requirements pursuant to section 2600, et seq., of the California Public Contract Code.  

Pursuant to Assembly Bill 566 all contractors must meet the apprenticeship requirements for Lease-Leaseback Projects. All contractors must be able to comply with the new apprenticeship requirements and will be required to submit monthly reporting of apprenticeship hours worked along with graduate records of staff. 

District also has an Owner Controlled Insurance Policy (OCIP). Please review and exclude appropriate insurance costs per OCIP.

All Mechanical, Electrical and Plumbing & Fire Sprinkler (MEPFS) subcontractors must be prequalified with the District no later than five (5) days before the bid submission deadline. To ensure prequalification, MEP subcontractors shall submit their prequalification packet no later than ten (10) days prior to the bid submission deadline.
