Summary of Work:

This project upgrades the football stadium and track including but not limited to the following work:

1) Temporary Staff Parking, to be completed within the first 45 days after NTP. This area shall be restored to its original function before the project’s Substantial Completion.

2) Removal/demolition of existing Ticket Booth.

4) New synthetic all-weather track to replace the existing decomposed granite track.

5) New field event facilities for long jump, triple jump, and high jump.

6) Improvements to the existing shot-put area.

7) New natural grass football/soccer field with irrigation and drainage.

8) New stadium bleachers for the home and visitor side

10) New Press box and sound system.

11) New scoreboard, football field goal posts, fencing, and gates.

12) Site improvements including:

· Exterior paint and interior finishes for the home and Visitor side restrooms/concessions building.

· Landscape.

· Hardscape.

· Infrastructure.

13) ADA accessibility upgrades, including concrete paving replacements throughout

the site and restroom modifications at the Main Gym and at the Practice Gym.

(DSA), Department of Toxic Substances Control (DTSC), and other improvements to ensure compliance with local, state and federal requirements.

The contract documents available to Subcontractors for bidding and establishment of Subcontractor’s total sum do not indicate or describe in detail all work required for the full performance and completion of Subcontractor’s work.

Kemp is seeking certified and qualified subcontractors to provide Abatement, Rebar, Concrete, Structural Steel, Misc. Metals, Rough Carpentry, Finished Carpentry, Waterproofing, Thermal Insulation, Roofing, Sheet Metal, Joint Sealants, Doors/Frames/Hardware, Metal Studs/Drywall/Plaster, Ceramic Tile, Painting, Flagpole, Signage, Toilet Partitions & Bathroom Accessories, Playfield Equipment, Bleachers, Plumbing, HVAC, Electrical, Communications & Low Voltage, Earthwork, Shoring, AC Paving, Fences & Gates, Landscaping & Irrigation, Site Concrete, Play Surfaces & Coatings, and Site Utilities.

Please note, Div 03 Concrete, Div 22 Plumbing, Div 26 – Electrical, and Div 31 Earthwork Subcontractors were prequalified by LAUSD on February 3, 2026.

Project Duration: 730 Calendar Days after NTP date to Substantial Completion (April 2028)

Liquidated Damages: $5,000 Per Calendar Day

Insurance Requirements: OCIP

Project Labor Specifics: PSA, Prevailing Wage, Certified Payroll and Local Hire

Local Hire Participation 50%

DVBE Participation: 5%

SBE Participation: 25 %

Kemp Bros, Construction Inc. is signatory to the Carpenters Union. Subcontractors who utilize Carpenters must also be signatory to the Carpenters Union.

Subcontractors are required to review and acknowledge KBCI Subcontractor Agreement prior to bid.

SUBCONTRACT BOND REQUIREMENTS

KEMP BROS. CONSTRUCTION, INC. (KBCI) may require all subcontractors bidding on projects to provide payment and performance bonds in the amount of 100% of the subcontract value. KBCI will assist with the bond premium up to 1.5% of the original contract amount for the duration of the project. KBCI may waive the bond requirement at its sole discretion. The payment and performance bonds must be issued by an admitted surety within ten (10) business days of the receipt of the Subcontract Agreement from KBCI. KBCI shall be named the obligee and shall guarantee prompt and faithful performance of the subcontract scope of work and the payment of all claims for labor and materials furnished or used in and about the work to be done and performed under the subcontract agreement. When so requested, failure by the Subcontractor to provide the requested 100% payment and performance bonds within the time allowed may be reason for KBCI to request substitution of the Subcontractor in accordance with Section 4107 of the Public Contracting Code.
