Scope of Work: The proposed project is located at the Department of State Hospitals – Metropolitan campus in Norwalk, CA. This new Behavioral Health Campus will include Adult Interim Housing, Transitional Age Youth (TAY) Interim Housing, TAY Psychiatric Subacute Facilities and Permanent Supportive Housing. While the Permanent Supportive Housing will be designed and constructed by a separate team, this project will include only the necessary coordination activities between development teams. 

The proposed Project Site is approximately 13 acres and includes the renovation of three existing, two- story buildings, originally constructed in the 1920s. The scope also includes site-wide improvements across the 13-acre area, upgraded utility infrastructure, and the construction of new recreation courts adjacent to each building.

Schedule: 450 Calendar Days

Estimated start of construction is September 2026, with substantial completion in December 2027.

Project Labor Specifics: Countywide Community Workforce Agreement (CWA), Community Business Enterprise Program, Local Worker, Prevailing Wage, Certified Payroll, Labor Compliance, and Trade Apprentices Project has a CWA in place and all bidders will need to satisfy the requirements stipulated in the CWA. A copy of the CWA will be provided during the bidding process.

Especially seeking: Local Small Business Enterprise Program (LSBE), Social Enterprise (SE), Disabled Veterans Business Enterprise (DVBE).

This is a Public Works contract as defined in Section 1720 of the California Labor Code and subject to compliance monitoring and enforcement by the DIR. All subcontractors must provide a copy of their confirmed registration from the DIR.
